ARC居留證(Alien Resident Certificate)

在臺灣，外籍生與僑生來臺留學通常需要申請ARC（Alien Resident Certificate，外僑居留證）以合法居留。這是臺灣提供給外國人的居留許可，適用於在臺學習、工作或家庭團聚等情況。居留證需定期更新，若逾期10日將罰款一萬元罰鍰。最高可處五萬元罰鍰。東海大學居留證更新非常方便，只需在過期前交予國際處老師並交付1000元的文件審核手續費即可。

In Taiwan, international and overseas Chinese students studying abroad typically need to apply for an ARC (Alien Resident Certificate) to reside legally. The ARC is a residence permit issued to foreigners for purposes such as studying, working, or family reunification in Taiwan.The ARC must be renewed regularly, and a delay of more than 10 days will result in a fine of NT$10,000, with a maximum penalty of NT$50,000.At Tunghai University, renewing the ARC is very convenient. Students only need to submit their documents to the Office of International Affairs before the expiration date and pay a document review fee of NT$1,000.

健保卡(NHI IC card)

國際處將依規定於學生取得有效居留證並在臺居住滿6個月後，為學生辦理健保加保及健保IC卡申請事宜。 中央健康保險署負責辦理健保卡核卡及製卡事宜，並寄送至學校，國際處將於收到健保卡後通知學生前來國際處領卡。

The Office of International Affairs will, in accordance with regulations, assist students in enrolling in the National Health Insurance (NHI) program and applying for the NHI IC card after they have obtained a valid ARC and resided in Taiwan for six months.The National Health Insurance Administration is responsible for processing and issuing the NHI cards. Once the cards are ready, they will be sent to the university. The Office of International Affairs will notify students to collect their NHI cards from the office upon receipt.

工作證(Work Permit)

在台灣，外籍生與僑生若想要合法在台工作，除了居留證（ARC）外，還需要申請工作證（Work Permit）。若沒有工作證將被視為不合法勞工，會被視為違反《就業服務法》。

In Taiwan, international and overseas Chinese students who wish to work legally must apply for a Work Permit in addition to holding an Alien Resident Certificate (ARC). Without a Work Permit, they will be considered illegal workers, which constitutes a violation of the Employment Service Act.

工作證申請網站

申請工作證的流程 (The Process of Applying for a Work Permit)

  1. 在網頁搜索「工作證申請」，點擊僑外生工讀申請。
  2. 未開帳號需先註冊帳號，後再登錄帳號進入。
  3. 進入後點擊新增申請案件。
  4. 輸入個人資料。
  5. 線上或線下ATM將100元轉入網頁提供的帳號。
  6. 等待各部門審查完畢後等待工作許可證的分發。
  1. Search for “Work Permit Application” on the website and click on the application link for international and overseas Chinese students.
  2. If you don’t have an account, register for one first, then log in.
  3. Once logged in, click “Create a New Application.”
  4. Fill in your personal information as required.
  5. Pay the application fee of NT$100 via an online transfer or an ATM at a convenience store, using the account details provided on the website.
  6. Finally, wait for the review process by the respective departments and the issuance of your work permit.

申請資格

  • 外國學生新生（以下簡稱新生）
  • 已在學之外國學生（以下簡稱在學生），且符合下列資格之一者：
  • 大學部一年級在學生：　就讀滿一學期，具正式學籍，前一學期學業成績總平均75分以上或班排名前25％以內，勞作成績70分以上，無重大違規行為者。
  • 大學部二年級以上在學生：　就讀滿一學年，具正式學籍，前兩學期學業成績總平均75分以上或班排名前25％以內，勞作平均成績70分以上，無重大違規行為者。
  • 研究所一年級學生：　就讀滿一學期，具正式學籍，前一學期學業成績平均80分以上，無重大違規行為者。
  • 研究所二年級以上學生：　就讀滿一學年，具正式學籍，前兩學期學業成績平均80分以上，無重大違規行為者。
  • 撰寫博士論文期間，得以指導教授推薦書及論文撰寫計劃申請之。論文撰寫計劃須包括研究動機與目的、研究架構與設計、資料蒐集方法與來源、論文大綱、寫作計畫及進度等

申請需準備資料

新生

  • 推薦函二份（中文或英文）
  • 留學計劃書（中文或英文）
  • 300至500字自傳（中文或英文）
  • 申請博士班者，需附上碩士論文摘要（無論文者需提供相關證明）、發表論文抽印本及發表證明各一份。

  • 系所主任及教師推薦函二份
  • 其他證明文件（如學術成就、課外活動、競賽獲獎或發表論文證明，無則免附）。
